Citizens speak out for the Oregon Zoo elephants at Metro, September 2013. Over the last three years, many citizens have attended public meetings at Metro, the governmental agency which oversees the zoo, to ask councilors to honor the promises they made in 2008,  by releasing Packy and the other seven zoo elephants to a reserve or to a sanctuary.
